From what I have heard so far NEW YORK CITY is good if not the best. Phoenix, Arizona has been mentioned also. And Texas (though I don't know which cities)...

This January I went to Florida for tourism purposes before starting my full-time player journey. I dabbled in approaching and from experience MIAMI was horrible! GLL actually later told me cold approach there was virtually pointless so it wasn't just me.
I didn't approach enough in Tampa to get a feel for it though I noticed a lot of talent. One thing I didn't like (and this goes for most US cities) is how FAR apart everywhere is, how public transport barely exists and you need to drive everywhere whether by your own car or by UBER. Hopefully not all US cities are like this. Orlando I did no approaches so I have no idea...
